Article 1(Purpose)

The purpose of this event shall be to advance the skills and understanding of industrial design, motivate design development through the exchange of ideas between industrial and academic designers, and strengthen the competitiveness of products for the development of the industry.

Article 2(Name)

The name of this event shall be "부산국제디자인어워드" in Korean and the International Busan Design Award (hereafter "IBDA[입다]") in English.

Article 3(Organization)

For the efficient operation of the IBDA, the organization shall be as follows:

  • Chairperson of the Executive Committee

    President of Design council Busan

    Oversees the general affairs and represents the IBDA.

  • Vice Chairperson of the Executive Committee

    Executive Vice President of Design Council Busan

    Assists the Chairperson of the Executive Committee, and takes on the chairperson's duties if the chairperson is incapacitated.

  • Members of the Operating Committee

    Design Experts

    Assists the Chairperson of the Executive Committee, and deliberates on matters related to the operation of the IBDA.

Article 4(Operation)

A. Announcement

When the IBDA is to be held, the Chairperson of the Executive Committee shall announce the guidelines of the event 6 months before the event is held.

B.Categories - The IBDA shall be held in the following categories:

C. Exhibitionss

  1. The exhibitions shall be submitted as the Chairperson of the Executive Committee designates.

    ※ Online Submission, Offline Submission of Actual Pieces (entries that selected from the 1st round judge)

  2. Each person shall be limited to 2 pieces for entry.
  3. If the entries are categorized as similar in form, expression, etc., they shall be counted as 1 piece.
  4. The following entries shall be restricted:
    • E ntries entered into domestic or international competitions
    • Entries that are recognized as copies of other pieces
    • Entries that are recognized as harmful to Eastern and Western morality
    • Entries unfit for the standards designated by the Chairperson of the Executive Committee
  5. According to these Regulations, the Chairperson of the Executive Committee may receive the exhibition fees.

D. Screening of the Entries

  1. The entries shall be screened by the Panel of Judges.
  2. The entries selected by the Panel of Judges shall be nominated for the Idea Award.
    ※ 1st Round Online Judging, 2nd Round Actual Pieces Judging (submitted entries that selected from the 1st Round Judging)
  3. The best entries of the Idea Award nominees shall be nominated for the Special Award, and the best entries of the Special Award nominees shall be suggested for the Top Prizes.
  4. The Special Award and the top prize winners shall be selected by the Chairperson of the Executive Committee at the suggestion of the Panel of Judges.
  5. If the entries are later confirmed to be copies of other pieces, the awards and prizes shall be revoked.

E. Awards - The awards shall be as following

General
  • Main Prize (1 Grand Prize, 2 Gold Prizes, 3 Silver Prizes, 4 Bronze Prizes) : Certificate and Prize
  • Special Award (3% of total entries) : Certificate and Prize
  • Idea Award (10% of total entries) : Certificate
Student
  • Main Prize (1 Grand Prize, 2 Gold Prizes, 3 Silver Prizes, 4 Bronze Prizes) : Certificate and Prize
  • Idea Award (10% of total entries) : Certificate
Invited/Recommended Designers
  • Invited Designer Category (1) : Certificate
  • Recommended Designer Category (1) : Certificate

※ Invited/Recommended designers award shall not be awarded more than once for each category. Invited/Recommended designers who participated in the jury for the year are excluded from the award nomination.

F. Exhibition - The following entries shall be exhibited:

  1. Entries selected by the Panel of Judges
  2. Entries by the recommended designers
  3. Entries by the invited designers
  4. Entries that must be exhibited on the convention floor
  5. The organizers may not raise any objections about the location and arrangement of the exhibitions.

G. Return - The entries shall be returned as follows:

  1. The retainment period for the rejected entries and the exhibition entries shall be specified in the guidelines of the exhibition.
  2. The organizers shall not be responsible whatsoever for the losses, damages, stains, etc., of the entries that are not taken back by the due date.
  3. The entries may not be returned before the expiration of the retainment period indicated in Paragraph 1.

H. Other

  1. The entries exhibited in the IBDA shall be made available to view online and offline.
  2. The Chairperson of the Executive Committee may approve the entries for photography or depiction with the approval of the exhibitors.

Article 5(Installation of the Operating Committee)

For the smooth operation of the IBDA, the Operating Committee to assist the Chairperson of the Executive Committee shall be composed as follows:

A.Composition

The Operating Committee shall be composed each year.

  1. Chairperson of the Operating Committee : Elected by the Operating Committee
  2. Members of the Operating Committee : 20 internal and external design experts appointed by the Chairperson of the Executive Committee
  3. Secretaries : Design Council Busan Staff
B.Functions

The Operating Committee shall oversee the matters necessary for the operation of the conference and others.

  1. Operation of the IBDA exhibition and related matters
  2. Executive results of the IBDA and related matters
  3. Recognition of the Panel of Judges of the IBDA and related matters
  4. Recommendations for the Invited/Recommended designers of the IBDA and related matters
  5. Other matters related to the IBDA requested by the Chairperson of the Executive Committee
C.Meetings
  1. The Chairperson of the Operating Committee shall convene and chair the meetings of the Operating Committee.
  2. If the Chairperson of the Operating Committee is incapacitated, the Chairperson of the Executive Committee shall be the Acting Chairperson of the Operating Committee.
  3. The meetings shall be held with more than 2/3 or the members in attendance, the votes shall pass with the agreement of the majority of the attending members, and the decisions for ties shall be made by the chairperson.

Article 6(Installation of the Panel of Judges)

A Panel of Judges shall be formed to screen the exhibition entries of the IBDA.

A.Composition
  1. The Panel of Judges shall be composed of 30 Judges including 1 President and 1 Vice President.
  2. The Panel of Judges shall be composed of Judges with scholarship and experience in design or industry by open call, approved by the Operating Committee and appointed by the Chairperson of the Executive Committee.
    • ※ Qualification: The panel of Judges shall be composed of Judges with scholarship and experience in each categories (more than 10 years of proven experience in applied field or above Assistant Professor position in university)
    • ※ In case of composition of domestic and foreign Panel of Judges and absence of selected Panel of Judges, additional Judges shall be appointed by the Chairperson of the Executive Committee.
  3. The Panel of Judges shall form separate panels for each exhibition category.
  4. The President of Judges shall be elected among the Panel of Judges, and 1 President for each category shall be elected from each separate panel.
  5. The President shall represent and oversee the duties of the Panel of Judges.
B.Functions

The Panel of Judges shall deliberate over the following matters:

  1. Panels of Judges by Categorya.
    • Nominations of entries for exhibition and related matters
    • Nomination of award winners (IBDA Idea and Special Award) and nominations of entries for the Top Prizes (from IBDA Grand to IBDA Bronze) and related matters
    • Other matters brought forth by the President or the presidents of the Panels of Judges by category
  2. Panel of Judges
    • Selection of entries for exhibition and related matters
    • Selection of entries for the Top Prizes(from IBDA Grand to IBDA Bronze) and related matters
    • Exhibition locations of the entries by category and related matters (D) Other matters brought forth by the head of the organization or the President
C.Meetings

  1. The Panel of Judges shall be convened by the head of the organization or more than 1/3 of the members.
  2. Meetings shall be held with the attendance of the majority of the members, and votes shall pass with agreement of more than 2/3 of the attending members.
  3. The Panels of Judges by category shall follow the same regulations.
D.Term Limit

The term for each Panel of Judges shall be effective from the date selected to December 31 of the year.

E.Allowance

The Panel of Judges may be given an allowance.

Article 7(Appointments of Recommended and Invited designers)

For the qualitative improvement of the exhibition entries, a policy of recommended and invited designers shall be formed, and the designers shall be appointed by the Chairperson of the Executive Committee at the deliberation of the Operating Committee if they meet the following requirements: (Representative designer for joint entries)

A.Appointment

  1. Recommended Designer
    • Winner of the IBDA Grand Prize (However, if the Grand Prize winner is a student [vocational college or 4-year university], he/she can only be reviewed by the Operating Community after graduation.)
    • Winner of 2 or more consecutive Gold, Silver, or Bronze Prizes of the IBDA
    • Winner of 3 or more Gold, Silver, or Bronze Prizes of the IBDA
    • Winner of 4 or more consecutive Special Awards of the IBDA
    • Winner of 6 or more Special Awards of the IBDA
    • Winner of 10 or more Idea Awards of the IBDA
    • For collaborative pieces, if the exhibitor is a winner of a Top Prize, the collaborator (co-exhibitor) must be a winner of a Special Award, and if the exhibitor is a winner of a Special Award, the collaborator must have the same record. The same regulation shall apply to prize-winning collaborators from 2018.
  2. Invited designer
    • Artists that provided entries 10 or more times as Recommended Artists of the IBDA
B.Rejection

The Chairperson of Executive Committee may reject the Recommended or Invited designer at the deliberation of the Operating Committee if they meet any of the following conditions:

  1. If the Recommended designer does not provide entries for 3 or more consecutive years without just reasons
  2. If the Recommended or Invited designer defrauds or causes a similar problem to the screening process
  3. If the Recommended or Invited designer damages the dignity or remarkably undermines the stature of the IBDA

※ These Regulations are continuations of the award-winning record and Recommended/Invited designer appointment policies of the 1st through 38th Busan Industrial Design Exhibition, and the records of Recommended designers from the previous exhibitions shall be recognized for their appointments.

(Effective date) This guideline will take effect on March 17, 2020.
